dsh-usage-billing: DeepSeek Harness Usage and Consumption Statistics

dsh-usage-billing is a build-free, two-sided plugin for DeepSeek Harness that automatically monitors all LLM/stream calls on the local machine. It segments billing based on pre- and post-2026-08-17 peak and off-peak pricing. The plugin provides a main interface Token card, settings page charts, budget alerts, official balance retrieval, CSV/JSON export, and a usage_billing dynamic tool. It is recommended to install via `dsh plugin --profile web add dsh-usage-billing`, with data persisted to `.dsh-usage-billing.json`.
